Deprecation Policy For Duplicate Guidance

When a topic exists both in Sphinx and in legacy HTML:

1. Update the Sphinx page first.

2. Add a short note in the legacy HTML page pointing to the Sphinx page.

3. Treat the legacy copy as compatibility content only.

This keeps one operational contract while still preserving older references.
